My bf and I have a superhappy relationship in its 5[th] year. It's open as we study in different cities (and believe in it). There is this guy I fancy a lot, and I think he likes me too. But he won't fuck with me as I have a bf. What do you think?
I think all you can do is make it as clear as possible that you have an open relationship and what that means, and just hope he comes around.
However, just because you are okay with an open relationship, it doesn't mean that he is. It's possible that it won't matter that your relationship is open, but that you're in a relationship at all. Maybe he feels like if he's going to have sex with you, he wants to be the only one you're going to have sex with. That's his prerogative.
